US Missile Defense: High Cost, Low Efficiency
The US system of global ballistic missile defense requires more and more money, however, according to experts, this system "will never be effective."
The policy of the USA, oriented toward undermining of the existing world stability, gives the significant role to the development of global ballistic missile defense system. It consists of a complex of sensing equipment, means of tracking and interception of ballistic missiles of various classes.
The global missile defense system includes long-range detection radars (early warning), satellites of missile launch tracking, launchers and land and sea based missile attack radars, designed to destroy ballistic missile warheads of short, intermediate and intercontinental range missiles both in space, and in the atmosphere on different phases of a trajectory.
The US documents on ballistic missile defense clearly say the White House "will continue to reject any contractual restrictions on the American ballistic missile defense." Thus, monopolizing the development and expansion of the system, claiming for global management in this sphere, the USA draw other countries into the project to accelerate the development of certain elements and to get rid of some financial expenses.
This global ballistic missile defense system costs much to the US taxpayers and their NATO allies. Moreover, these expenses constantly grow. According to the experts, annually the United States spend 8-10 billion dollars on global missile defense, and by 2035 the general expenses of this project can make up to 1.2 trillion dollars. Such conclusion was made in the report published by the Washington Center for Arms Control and Non-Proliferation and Association of Economists in support of reduction of armaments.
The foreign information sources note a sufficient and stable financing of global missile defense system development, despite the economic crisis. Over the last 10 years the USA invested about 87 billion dollars in the missile defense project, and the planned allocations till 2016 (development, modernization and purchase of missile defense elements, facilities construction and other expenses) will make more than 60 billion dollars. 150 million dollars from the alliance countries - participants of the project – can be added to that.
In course of the US global missile defense system development the updates of introduction of separate objects to the system demand unforeseen additional financial expenses. For example, according to Vice Admiral James D. Syring, Missile Defense Agency Director, in connection with "aggressive actions of the Russian Federation concerning Ukraine", the missile defense base in Redzikovo (Poland) can be deployed earlier than it is planned (2018). It will demand additional financing of 4.5 billion dollars in 2015 fiscal year.
The present financing is considered to implement the program "Phased Adaptive Approach" in established periods (by the end of 2020). It is the US program of the European segment of the global missile defense development, initiated by the US President Barack Obama in September, 2009.
Thus, the land and sea based group of antimissiles on the Northern and Western strategic aerospace directions are mobile enough to increase the operative structure. According to plans of the Pentagon they are to be capable of intercepting intercontinental ballistic missiles (IBM) and ballistic missiles (BM) of the Russian submarine fleet that will negatively affect strategic stability in the world. The European missile defense of the USA and NATO is the main danger for the Russian strategic deterrence forces.
At the same time, despite efforts of the USA and huge financial expenses, survivability and efficiency of the American global missile defense system, and European missile defense in particular, so far remains disputable. The system is vulnerable because its objects are developed on the basis of the land and sea infrastructure with low physical security from land and air strikes of the would-be aggressor and also from actions of the terrorist organizations. Besides, the participating states, placing on their territory these missile defense system elements, become hostages and from the beginning of strategic operation will be destroyed first of all on theater of war with the use of long range high-precision weapons.
Low efficiency of the modern IBM and BM defeat by means of missile defense is caused by missile defense systems overcoming systems protecting maneuvering warheads. As the American professor of the Massachusetts university of Technology T.Postol declared at a conference on missile defense, this is the reason "this system doesn't work and never will".
The Pentagon criticized the plans on the global missile defense system development itself. There experts concluded that it can be inefficient for a number of technical and political reasons. In particular, Romania is called not the best place for interceptor missiles deployment, and only modified antimissiles will be suitable for Poland, and the Pentagon doesn't even have them so far. And the deployment of interceptor missiles on the ships doesn't solve a problem.
So why the inefficient global missile defense system of the USA is created?
Nevertheless, in connection with the research carried out by the United States on the missile defense system development, the Russian military-political leaders take an active position. It was reported that the Russian President Vladimir Putin held special meeting of an administrative board of the Russian Ministry of Defense concerning missile defense, where the issues of counteraction to the US and NATO missile defense systems and development of new antimissile systems were considered. "We can't allow the balance of strategic deterrence to be disrupted and the efficiency of our nuclear forces to be reduced," Vladimir Putin said.
The Chief of the General Staff of the Armed Forces of the Russian Federation General Valery Gerasimov during the Conference on European Security declared: "The complex of military and technical actions adopted to neutralize the possible negative influence of the US global missile defense system on Russian nuclear forces has already been developed, and we don't hide it." The realization of neutralization system, according to Gerasimov, will depend on the Russian estimates of the USA and NATO missile defense systems' ability to weaken the potential of the Russian nuclear forces.
In this context, the fact of the successful test of new Russian IBM, which no US missile defense systems are able to counter, is very remarkable. The Deputy Prime Minister of the Russian Federation Dmitry Rogozin called this missile "the murderer of missile defense systems". "Neither modern, nor perspective American means of missile defense will be able to keep this missile from hitting precisely the bull's eye", - the Deputy Prime Minister declared, emphasizing that Russia will increase further its power, "which will allow us to provide an absolute freedom of action for ourselves in case our country is exposed to aggression."
